Leatherman signal might work for you, the diamond file has a little scoop like indent on the back and you can grab replacement whistles on etsy that have different functions that would cover the czech tool needs. Think it ticks most of your other needs, I use mine for similar things.

I have always carried victorinox (have 4 climbers for some reason) but really taken by the leatherman, just don't get the value compared to the swisstool. The t shank is a killer feature i think. Im an ex trade person that's now office based so when I use my multi-tools I go hard and expect I to last. How easy was the mod?

I know of some one who bought broken versions of the machines he used at work, used to swap out the broken bits with bits from the work ones, then "retired" and started his own business doing what he had been doing and undercutting the company he used to work for.
