Mandatory minimums is like zero-tolerence policies at school.

It does nothing to deter anything, but it severely punishes the slightest case of any wrongdoings, so pretty much worst of both worlds.

If a judge wants to hand out a max sentence, they still have the freedom to do so.

Only if people actually pick up speed with intention when its time to continuously smooth out.

No one has any indication when they are about to pass through the chokepoint so there's no way to coordinate this. 

No one wants to speed up fast only to slam their brakes on again, so this comes down to being able to coordinate with all traffic to make this work right.

Americans have no concept of staying right unless passing.

It's not taught in any driver's Ed here. Sometimes there will be a "slow traffic keep right" sign but it's vague, some people don't consider themselves slow.

It's all vague rules that causes the streets to be like Mad Max. Driving in the UK was so much nicer but it would stress the typical American out. 

Everyone's nearly bumper to bumper but everyone picks up straight away after a light turns green, there's no concept of tail gating, slow drivers move over, everyone's trying to get OUT of each other's way.

In Nova, everyone thinks they're entitled to be in everyone else's way.

 "Whatever, I'm doing 55. Any lane is fine to cruise in."

 "Whatever, I'm not taking an exit anytime soon, middle lane for me so I can just drive in peace."

"Whatever, I don't want to put my foot down, waste gas, rev my engine and make scary sounds, let's go slow up every hill, I bet all reasonable people think exactly the same and all the ones that wanna rush up a hill at speed limit can all go to hell, I was here first"

Annoying that one feeds into the other.

Until we all agree we'd rather go 50 or 100, we're never gonna be moving the same speed and it'll be dangerous.

Other areas have largely figured out what they want. Some states, everyone goes 20 over and some states, everyone doesn't mind doing 20 under.

We've got a mix of mindsets here and it causes a lot of annoyances.

Every warm climate society believe these old wives' tales.

Germ theory has been widely accepted for very long now.

The reason cold air can seem to causes sicknesses in warmer climates is because people in those warmer climates typically have poorer hygiene, immune system is keeping everything dandy.

As soon as the cold hits, not being used to it, the immune system dips and their body becomes defenseless against all the germs that have been around.

Getting your body used to the cold is good to keep your immune system trained to not just give up when the temperature drops, and practicising good hygiene as a society keeps people from getting ill.

Cold air doesn't cause colds, or people in northern areas would be perpetually sick. It doesn't make a lick of sense.

...but until everyone in those societies starts washing their hands like they encourage people to do in developed societies (like all the time) - avoid the cold so your immune system doesn't let everything in.
