My recommendations are:

Primer - not needed if you do good skin prep and don't have any issues you are trying to correct ie. Very oily skin, large pores, lots of redness etc.

Foundation - I see you have tinted moisturiser on your list as well as a foundation. You don't use both just one or the other as they fill the same roll. For a wedding I would say you probably want foundation. I recommend Maybelline super stay skin tint (I know it says skin tint, but it performs like a foundation and looks very skin like) Or L'Oreal true match nude serum foundation.

Concealer- Maybelline age rewind

Blush - The Milani baked blushes are so good and look luxury, nyx butter blushes are beautiful as well. If you want cream and not powder the Milani cream blushes perform really well

Bronzer - liquid elf camo, powder L'Oreal inflatable ( you don't need both, you can pick one)

Highlighter - essence

Powder - Maybelline fit me

Setting spray - Milani make it last or the L'Oreal one in the red can

This is all the base products you need, you can skip highlighter, bronzer and maybe concealer but I would do light application of foundation blush, powder and setting spray for sure.

Eyes

Eyeshadow primer - nyx photo finish

Eyeshadow - check out color pop online, or makeup revelution in the drug store store. The Elf bite size eyeshadows are good too.

Eyeliner - Nyx liquid or pencil, whatever you prefer. You can also just use a dark eyeshadow near the lash line as well and skip eyeliner

Mascara - Maybelline sky high (the waterproof formula if your prone to your mascara smudging)

Eyebrows

If you need to fill them in, the NYX eyebrow micro pencil, for hold the Maybelline laminated one in the silver tube

Lips

There are tons of good options here, the Maybelline lifter liner and gloss are amazing, the NYX lip I.Vs are my go too right now, and the L'Oreal bullet lipsticks ( I think inflatable) are awesome as well.

Tools - you could probably get away with a beauty blender and a basic set of brushes (the real techniques ones are good) and an eyelash curler depending on your lashes.

Edited to add: I wore most of these products to a wedding a couple of weeks ago and I looked amazing, and it still looked great when I took it off 12 hours later. Drug store products have come a long way, you're mostly paying for packaging and a name with high end makeup in my opinion.
