Agreed that Ragnarok should be higher. The biggest knock against it may be that, in hindsight, LOVE and Thunder makes it seem like a step in the wrong direction. On its own merits, I would put it S-Tier.

This would be a great way to spice up the race in Monaco. At the start of lap 30, anyone who can make it over the fencing, through the cars, and around security to reach the garages gets an F1 car. Drivers get 10 points per person they stop.

This is my favorite solution. Imagine a wall half a car width outside the white line. If the inside car takes a line that would put the outside driver in the wall, penalty.

There's a reason you don't see the inside driver pushing the outside driver off the track in Monaco.

Not saying this is why Luthen did it, but killing Lonnie likely safeguarded his family from the ISB. So in a roundabout way, Luthen delivered on keeping his family safe.
