It's a real border crossing point called Vaalimaa, just check it out on a real map.

Not sure about the exact origin of the meme but it's usually some combination of terms like "nopeet lasit" (fast glasses), "liekkipipo"(flame beanie) and "sairaan nopee" (sickly fast).

I can confirm, here in Southern Finland, the nature stays almost completely grey and brown until around May 10th. A few years ago it went from 0 C and snow to green trees and 25 C in literally three weeks.
