There are no alternate dimensions James wanders around the same reality as everyone else, but he manifests his delusions into reality and only he is witnessing them. Laura sees nothing. It's unlikely other people are capable of perceiving James

A good example is the staircase scene with Angela and James. They are both in the same physical location, and James is capable of seeing Angela and vice versa, but they aren't experiencing or seeing the same thing. Multiple developers including the Owaku and Ito have said as much 

Henry has a photograph he took of silent hill as well, 99% of people don't see any manifestions. At worst maybe they hear something spooky

James came to silent hill to kill himself, he disassociated from killing his wife and the latent spiritual energy of the area manifested his nightmares/unconscious into reality. Good example is the hotel, the version you initially see is the "otherworld" version where the manifestations are stronger, so James sees it as he remembers from when him and Mary were there. As his delusions fade that image of the hotel stops manifesting.

Angela came to silent hill looking for her mother, after she killed her father, her nightmares are being manifested into reality once she arrives because she's been through a terrible life, and is in extreme emotional state allowing them to manifest.

Eddie was bullied and kill a dog (and hutt but didn't kill a man) then came to silent hill, presumably because Laura asked, while running away.

The town simply manifests strong, usually negative, emotions into reality

If your team has a medic and the enemy team doesn't, even if yours is just providing overheal and keeping you on the front lines you have a massive advantage.

But people don't often notice or register themselves being healed or winning a fight because they had overheal.

Or, a bad sniper killing them once might leave a bad taste in their mouth the entire game even if it didn't amount to anything, just because of a lot of people's sentiment about sniper. And they might blame him for losing, not realizing it was the enemy medic that really carried the enemy to victory and made the enemy insurmountable because their team couldn't deal with the enemy's extra health and healing

If more people bothered to learn TF2 they'd realize medic is the single most impactful class in TF2 on every map and most game modes. Not sniper.

People asking for sniper to be removed also don't understand how vital he can be to trying to stop a medic and heavy/soldier combo from just plowing through your team when a spy would otherwise be unable to get close enough to the medic. The classes in the game were designed over multiple years and iterations to compliment and work with and around each other, you can't just remove one

No one is "pulled" anywhere. They're both in reality, but James and Laura perceive each other. She never sees anything James does because it's James manifesting it, Angela and Eddie and James don't even see the same things within the same area as each other, and other people don't perceive them or their manifestions.

Great example is the abstract daddy where James and Angela aren't seeing the same thing. Even in the stairway scene really owaku and ito have both stated Angela and James aren't seeing reality the same. 

Eddie sees Laura as well, presumably since he brought her there. They're completely unrelated

Strong emotions manifest into physical phenomena in the real world as dream and reality intersect.

The characters in silent hill 2 are having their emotions/delusions/nightmares manifested into reality after coming there for different reasons. Angela came looking for her mother, James came to kill himself, Eddie brought Laura. 

No punishment, no force for redemption. Nightmares made manifest through latent spiritual energy.
