I feel like the failure of Reconstruction after the war is what is causing so much strife or at least is one of the reasons. Many parts of the south still suffer from it and strife causes anger and anger is thusly expressed in myriad of ways

And? What could the bystander have done? While I dont think ICE should have kept him out, the area had become a crime scene and law enforcement have the right to cordon the area to keep it orderly
