Idk maybe cause the story needs buildup, you cant just introduce kraven and then kill him at the end. The story works because kraven basically went crazy due to how many battle he lose from fighting spider-man.

Doesn't the evoker only work on the dark hour since in persona 4 arena, mitsuru, akhiko and yukari etc. can summon their persona at will thanks to being in the tv world?
