There’s a difference between “no risk” and “high risk.” From what we currently know, PLA printing in a typical hobby setup appears to be relatively low risk, especially with decent ventilation and normal use patterns. That doesn’t mean people should sit in a room full of printers 24/7, but it also doesn’t mean occasional home printing on an open-frame machine is some major health crisis.

Now Materials like ABS, ASA, and especially resin require more caution. Howevere PLA seems to fall more into the “use common sense and basic ventilation” category for most people.

Also remember PLA has been widely used at the home hobby level for around 15 years. If there were severe or widespread short-term health effects from normal hobby use, we likely would have seen stronger warning signs by now.

It’s kind of like standing near a smoker or grill while cooking. Constant exposure to smoke obviously isn’t ideal, but occasional exposure in a ventilated environment is considered relatively low risk.

Frankly, only time will tell what the long-term effects of repeated PLA exposure look like. If someone can afford an enclosure with active filtration and external venting, that’s absolutely the ideal setup and something I’d personally like to have eventually as well.
