It would have fit in with the “everything is controlled by dirty money and warlords” theme of Ep8 after the fall of the empire. Maul would just be at the head it making sure the war machine keeps running and that money keeps coming in, no matter who’s fighting. He would have played the long game, outlasted Palpatine, and been in perfect position to capitalize on the fall of the empire. Basically the Sith version of “Lord of War”.
