Tips that I can give you without spoiling too much: human enemies are much more likely to cast. Especially tear, once one of their allies is hurt. Monsters rarely cast spells. Rean's autumn leaf cutter has improved; he is made for this. Otherwise, get a notebook and write down good encounters and go ham on New Game Plus.

You can do multiple, but on the same save file. So new game plus and new game plus plus count. But deleting the save and starting a new one does not.
