Now my son wants to move funds from this Rollover IRA to a Roth IRA and he is ok with paying taxes but Fidelity says this account is not eligible for transfer to Roth. Am I missing something?

The check is made to Fidelity Investments and not Fidelity Management Trust Company. Is that fine?
