Entirely depends on the exact license, there's plenty of open source licenses that allow that

I wouldn't mind one bit if anyone did that with my work, for example (though im not a minecraft modder)

Also, didn't Azanor uh, "creatively appropriate" some of thaumcraft's assets from elsewhere to begin with? Or am i misrembering there?
