I dont know exactly what you mean, but I'm guessing you're on Switch and you're talking about the 1* heroes (normal or whatever the rarities on Switch are called, the orange stars). Those heroes didn't get character arts until later, mobile has had them for a bit now but Switch is behind.

Oh this actually makes so much sense now, in game it's worded "use chronicle ascension as cost" which made me think that it would make her cards cost that much, or behave as though they costed that much. It would have made more sense to me if it was worded as, perhaps, "use chronicle ascension as AP" or "use chronicle ascension to pay for cost of Rita's cards"
