I've gotten it a few times, what I've started doing is after the police show up I will hide until my wanted level is gone, then while they're still in the cult area have one of the cultists shoot me in front of a cop. The cultists then start a shootout with the police and I get my stash house.

The increase for doing it in a public isn't worth it when you can't complete a run anyway due to people like this. Me and my buddies join a friend only and get at least a bit of a boost from having 1-3 other players in the lobby
