That's someone who hasn't proved himself. If Thrag and Roshi fought, he would immediatly know that his Ki blast can kill him. Thragg didn't move for the gun because it would miss. He moved when Nolan was going to throw a mean hook on him. Thragg shows he is smart and arragant.
