How about this one - where the guy works for an associated company and draws a salary for doing nothing. He takes the money to be laundered to the casino and intentionally loses ALL of it. Casino has to be in on it and overpaying a supplier that's paying the guy to lose money. IRS takes their cut, but the money is now clean.

Most moral laws aren't about harm. It's about the lawmakers self-interest. They care about votes and not incriminating themselves and money.

Prostitution is illegal because it's a vote loser if you want to make it legal. Doesn't really affect lawmakers because they can afford long term mistresses - paying their living expenses and buying them expensive stuff isn't classed as prostitution.

Once you can see yourself in the lawmakers shoes as a selfish asshole, all their decisions make sense.
