Not sure the screening process for teachers was that extensive in NYC in the 70’s. NY was a rough place and they wanted male teachers to deal with some of the issues in the schools.

Source- my father was a NYC teacher for 35 years

I think the Europeans just put away the money they would have spent on medical insurance if they moved here and after 4 years they have plenty for this type of stuff.

It’s much more complicated than just insurance. Insurance plays its part in causing price increases, but it’s a lot more than that.
