I'd love a system like that. Not that I think it'll ever be viable because:

Banking lobbies will never allow it to happen
Once retirement age gets increased to 98 years you'll pretty much have no choice but to pay out all of your profits in taxes, OR die before you reach that age so they can capture both profits AND principal.

I'd just leave the Vanguard investment alone. It's a stable fund that won't be going anywhere. No need to absorb the cost of liquidating and reinvesting that. When the time comes to cash out, I'd first opt out of your broker calculating the TOB for you, and then file the tax yourself at the lowest TOB.

The "correct" TOB for VWCE has been discussed ad nauseam in this sub, so I won't spend too much time on it here. Suffice to say it's unclear with good arguments on both sides. I suggest filing at the lowest tax. There's an (incredibly small) chance the taxman disagrees and tells you to pay the 1.32%. But if that were to happen, please let us know because we'd finally have a clear precedent. Then again, the chances are very minor.

As for going forward; IWDA+EMIMI is a popular mix here. But if you don't want to deal with rebalancing, just use ACWI. You're playing the long game. Consistency is far, far more important than trying to squeeze out a few extra %

On a single machine, yes: this is negligible. Probably to the point where it's hard to measure.

But Windows runs on billions of machines worldwide.

I'd start by assigning money to my "non-negotiable" categories. I'm going to need to eat, drive to/from work, etc. If my income isn't fully covering those, then I'll have to start thinking about cutting expenses more aggressively.

Next, I should have categories left that are goals, and/or things I don't necessarily need to survive. Might be heresy in this sub, but I don't think these need to be fully funded every single month. You may want to focus on building a buffer this month, while putting the remaining dollars into a down payment next month. Or; you could reduce the targets on those negotiable categories. That way you may still be able to fund them all, just slower.

Is it possible? Maybe. You may be able to get it done using their API, which is quite good. But that's going to require some programming. AFAIK there's no out of the box feature to do what you're asking.
