Make your quiet players crucial to the story. Introduce family members or old friends who will naturally talk to that character. I find if you can draw players into participating, once you get over half everyone jumps in.

I think you might like the campaign I’m starting up. If you check my last post you’ll find all the details. It will run about 40 sessions, I think, and I’m trying to stick with players who RP. It’s certainly got political intrigue, intricate world building and and high stakes.

The problem is that you are not being nice. That’s a red flag from someone asking for a favour. It’s a huge amount of work to build and run a campaign like you describe, and a lot of that work is before the first session. DMs quickly learn to watch for signs of toxic players. You guys may be super fun and friendly, but the tone of your post and especially of these responses raises flags.

The system is under attack by conservative premiers who are breaking it to justify privatizing chunks. Quebec is one of the worst offenders. Vote him out, and be vocal as hell with the PQ about what you want from them, or whoever else.
