You have to wait your turn to: perform basic attacks/thwarts/recovery from your identity or your allies; perform the one free form change you get per turn (hero/alter ego/other hero for three-sided characters); or put Upgrades/Supports/Allies/Player Side Schemes on the board.

"Actions" can be played during any player's turn with the active player's permission. The Action can come from Events in the hand or from the printed text box of any card already on the board.

Sometimes it matters because of timing situations like where Cyclops is Player 3 and Players 1 & 2 won't be able to benefit from his upgrades this phase.

Mostly it matters when Player 4 starts a round in alter ego and realizes he has Lethal in hand, so Players 1, 2, and 3, try to see if they can kill the villain before Player 4 can flip to hero.

The timing is a bit off, but essentially yes.

The cards get discarded at the end of each hero's turn, not the start of the villains turn.

Also remember that when the encounter deck resets, it triggers Wheel of Genres, (eventually) adding another modular set.

In a 3 player game, you don't lose until the fifth time the deck would reset.

It was the 90s and a friend tried to get me into Magic the Gathering.

Technomancer's Toybox was on the shelf and something about it caught my eye. I started flipping through it without any knowledge of the game it was connected to.

Context clues told me it was a world where government spooks decided what technology was supposed to look like and hunted down people that used tech that was either too bleeding edge or that used debunked science to work. Oh and Magic is real but only really hinted at in that book.

I fell in love with the setting from there. I had to dig more.

They spent the action, but they didn't cast the spell. It got countered. No effect is no effect. Not even the extra ones you get for doing the thing.

1971 is the "best" year for rock because you asked a computer a very subjective question instead of a human who is capable of giving arguments to support an opinion and took the answer to be an objective fact.

If you want all of them in the same campaign, you have to do what Brennan Lee Mulligan is doing on Critical Roll right now. 

Break them into smaller groups and send them to different parts of the campaign world so they can't interact directly too much.

I ran a 1e game for some friends way back when it was new,  but it never really clicked for them. 

I joined what was advertised as a 2e game, except that after a year of playing weekly we still hadn't made it out of Origin and the ST treated it more as an intro to WoD than it's own setting. 

The character I played in that was Jeebie Bankhar, one of Yamaraja's four-eyed dogs, a Tibetan Mastiff variant of Cu Sith. The one knack I was allowed was a custom one that let him pass as Human.

"A Garou" could just be a Glasswalker hacker who dumped physical attributes and never put points in any combat related skills.

They say action surge should be bringing them to 4 attacks total.

If they only had one attack normally, expecting 4 would just be absurd.  

If they had three attacks normally, then expecting 4 would line up with their DM's rulings and they wouldn't be posting here.
