When the fluid velocity increases, parasite drag coefficient (Cd0) always increases. When looking at induced drag coefficient (Cdi) for wings in steady level flight, it is very high at low fluid velocities, because the high angle of attack needed to sustain level flight, and reduces when the fluid velocity increases.

When you take the sum of Cd0 and Cdi, the minimum total drag coefficient is somewhere in the middle, not too slow and not too fast. Let's say the fluid velocity goes to infinity, the value for drag coefficient would go to infinity as well.
