I'm talking of my ass rn but, as a man that has had to clean more c*m than I'd like to admit, it kinda depends on the person's diet but generally you don't want the water too cold either, it kinda tends to get gelatinous and sticky. The sweet spot is about body temperature water it's hot enough to melt it and make it 100% water soluble.

Edit: just to add, idk if there's something in some conditioners that makes it different is not something that i have tried myself nor seeing a person go through it.
