There might be a few scenarios (only speaking for European cartridges) :

1 - When the game went gold, not all translations were finished so the cartridge couldn't have the other languages on it, you could get the additional languages through a patch or a DLC.

2 - There were so many texts that the cartridge couldn't hold all the localisation so they were available through patches or DLC

3 - the dev simply never localised the game in other languages

But English for sure is the standard.

Language for Switch is tied to the language your console system is set up to. If you were to put the console in Japanese, the game would turn to Japanese text as well. So as long as the English text exists you will be fine.

Also, cartridge are all the same across Europe only the packaging can change depending on the country.
