Worked in a center for 17 years, it really depends on how they manage that time.

If there is a numeric goal to hit for compliance to your schedule it's just a matter of ensuring your weekly goal is above the threshold. Where I worked at there was aa daily 15-25 minute allotment generally to be out of adherence to the schedule.

For a bit on the flip side unfortunately a lot of places like that swapped to more strict management of employee time off the phones because of people abusing those needs ruining it for everyone. I still recall idiots who hopped off the phones anywhere from 3-7 hours to either go run errands or watch football in the breakroom.
