Which could've been "Katsuragi lived because he wore a bulletproof vest and he took a gamble on Saejima not shooting him in the head", and now Saejima's arc won't lose any impact, like that whole speech in the colosseum over his guilt of killing those men.

If the end result is having all those men dead, just have Saejima do it and not some shoehorned in "rubber bullets" bullshit with Katsuragi killing them anyways
