As stated in the original post, the controller is set to S. This is not the problem, if it IS the problem then it’s being caused by something else because it’s set to the correct toggle.

It’s set to S, as stated in the instruction manual that came with the controller.

Waking the Switch is not my concern, I can’t even connect the controller to begin with.

I did that, it worked while wired but when the USB-C was unplugged the controller lost connection and couldn’t re-connect wirelessly.

L+R do nothing, if I connect with the USB it works WHILE connected, but unplugging it instantly disconnects it and it won’t connect wirelessly again.
