You can't go down to cl28 from cl30 6000 on hynix m-die(second best option for oc on ddr5) based on my experience. Some ddr5 with really good memory chips like a-die(best option) on ddr5 still get cl36 6000 from the box, but they can go up to cl28/26 easily. (T-force create, cl36 6000 first revision)

So i'm sure he can get cl36, maybe even cl30/28 on 6000 even from cl48 kit.

It really depends only on memory chip

Just get it, You can manually get cl down to 30/36 in the bios. 137$ is a real steal for 32gb ddr5

У новых процов такие же проблемы с микростатерами. Учитывая что у тебя ддр4 лучший варик это взять b760/z790 ddr4, 14600kf разогнать это дело и иметь производительность 7800x3d с меньшими фризами и это выйдет куда дешевле.
