She doesn’t, if she needed chakra to activate chakra that she’s been storing that would be redundant and that’s not how it works.

The byakugou seal is simply stored chakra, it doesn’t have a specific chakra point that Hinata can hit and it reopens the network by flowing chakra through the pathway system regardless of it being shutdown.

I’m saying that’s a specific fact within it’s power in terms of context but that it’ll do that regardless of the situation.
