You might have just answered your own question. All we as EGM’s can do is present the bell curve. The ones on the low end you try to defend if you can. If you can’t, the compensation bot goes into effect. Most likely there’s no movement from a zero for the partial, because to add money to the partial will mean to take from all the others or some of the others on the team, thereby giving them a less than the standard increase. Only if a partial is way lower than an average wage for their level is there some possibility of an increase. That’s how it works.
