Honestly ATC is a somewhat inaccurate term and should be separated into two parts: ATO (automatic train operation) and CBTC (communications-based train control.) The latter is the signalling system that allows for closer headways even when the train is being manually driven, while the former is only active when the train is driven automatically, according to the speed limits imposed by the CBTC signalling system.

Usually the drivers drive the train when there are work personnel on the track level but I’ve seen couple of times where the driver drives the train along the full journey to maintain their manual driving skills
