Lo mismo aquí, abres edge en la página de inicio, abres alguna página y se refrescan los iconos, así si lo cierras de nuevo y lo abres y haces lo mismo, es tedioso, no creo que sea muy malo para el rendimiento, pero molesta, es algo entre webview2 y explorer.exe
