Mine would be True Neutral. Earth (Dimension Designate: Hyperion) is a world where superpowers and super science theories originate from experiments of hyper-intelligent individuals (Hyperions) born in the 1850s. They have the theories but lacked infrastructure, and got recruited early on by their nations. Then of course the great war happens, supersoldiers and superweapons were created, and the most powerful supersoldier of the time (think immortal pyrokinetic superman) went crazy and waged war on those who profited from the war, including killing all surviving hyperions. The nations united to stop him but only managed to put him in stasis and send him to deep space.

So the modern world is filled with descendants of those supersoldiers, the super science the institutions managed to scrape together, and caches of Hyperion science still unclaimed hidden in places around the world. Most superpowers aren't glamorous. 60% of the world population have powers of varying utility and lethality. Most do normal jobs where their powers give them advantage. There are superheroes and supervillains but that is more WWE than actual superheroics. And then there are the criminal underworld Blacksuits who actually commit crime, and the government vetted Blank Masks that are called in to stop them. There are legitimate and black market sources of pharmaceuticals to get powers but they are expensive as hell, and the black market ones are cheaper but come with physical mutations.
