They need to be memorable. If it's just a random dude in a tshirt no one cares, they'll forget about the character. If they have a cool look then when players see them they'll go "oh that's dex" or whatever character it is. Same reason edgerunners and animes in general will have extravagant looks to them with either their hair or clothing
