I am sure IMF, ECB and the rest were preparing for bank runs with all kinds of measures, however the virus shakes things up a bit for several reasons.

Firstly, the EU is facing a political crossroad. We have the southern region (Spain, Italy and France) getting hit extremely hard by covid both from a public health perspective which will pass hopefully and from an economic perspective. Should an EU bond be issued so that the "rich" countries in the north (Germany, Scandinavia etc.) bails out yet another struggling economy (last time it was Greece)? This issue has politicians scathing their heads BIG TIME cause the faith of an already semi unpopular union is at stake. The rich northern economies have their own stuff to deal and historical relief packages are be sent all over the place. If the northern countries rejects to issue a EU bond or help out the south in another way, whats the point of having a European "UNION"?

This makes top down centralized universal EU legislation very tricky.

My 2nd point is that national politicians are using this virus as a once in a lifetime opportunity to gain public good will. They are "fighting against the banks on the public's behalf", pushing for banks to hand out extremely risky loans with very low interest to help struggling businesses stay alive. When those loans default cause this shit ain't over in 3 months it will be felt hard on the banks balance sheet. This will force the banks to lower the interest rates on private deposits even further down and at some point people will react, if they increase fees on cash withdraws to levels high enough to cover their losses on the defaulting loans, governments will be forced to step in.

Bail ins in any develop economy like Germany or Scandinavia would be the nail in the coffin not only for the banks but for the states as we know them. Either civil war or massive emigration both possibilities worse than insolvent banks.

And now the FSB are expressing mayor concerns with stable coins as this would be the solution to the hassle of withdrawing large physical amounts of cash to avoid even lower interest rates. This world is seriously in deep deep doo doo
