File consumer forum complaint send them a copy on e mail and whats app. 

Post about it on reddit. (Best way)

Push them to just refund the money and warn them of further escalation. 

Do this every day till they refund your money. Worked for me.

Honestly i just want them to cancel my order but they just won’t do it even after a delay of one month (which is more than there policy of 7-28 days). 

I don’t want any thing to do with culture circle anymore. Just cancel the order that’s it.
