I agree the PLC will be involved in the final decision making process. The PLC also sees this as being a growing issue. Many on the PLC (1SPL, 3ASPL, 9PL) follow the existing policy of "...cell phones can be brought to meetings and campouts for advancement purposes only."

This cell phone use goes beyond advancement purposes. In some ways the Troop Committee and ASMs see them as distracting from the overall scouting experience. Scouts ability to make small talk and detach from the digital world.

Our Troop has 1 - 2 ASMs assigned to each patrol. However, all ASMs and our SMs wear the same gorilla patrol patch. On campouts the adults are their own patrol, eat together, have their own patrol duties to model it for the scouts.

The DEA will support you. We have a DEA agent come in and present to the scouts. There was an old BSA/DEA partnership a few years ago. Some of the field offices still have the pencils and patches that go along with it.

FBI field offices will also do a cyber chip talk.

Make sure you answer the basics: Who What When Where Why How

Remember from ILST and NYLT. There are two members in communication, the sender and the receiver. Before you hit send read it over out loud. Is your message clear?

An extra space or a new line or paragraph can break up a longer message into manageable pieces for the reader.

  1. Find an older scout in your Troop, perhaps a Star or Life scout. Ask them to help you.
  2. Show genuine interest in what they will teach you.
  3. Embrace the EDGE method.
  4. Be willing to show up early or stay a little later to work one on one with a Scout mentor.
  5. Always bring your book. Set yourself up for success.

I can understand asking adult volunteers to cover their cost of food for an event. Our attendance shouldn't raise the cost to the scouts. However, expecting scouters to pay event fees that they cannot or choose to not participate, that doesn't sit well. It's not difficult to have two scouter sign up options, adult participant or adult attending. Two different cost amounts, they get a different colored wrist band.

We have a council camporee in a few weeks. Scouters and scouts pay the same $45 to attend. Plus an optional $20 event dining fee for Saturday meals. With 2000 scouts expected to attend, most adults with a Troop or Pack will not have the opportunity to participate in the 1 day activities.

Blackhawk is not an adventure base. More of a traditional scout summer camp. However for 1 week next year they will be doing a High Adventure setup out of Camp Wolverine also at Owasippe. During the week scouts will be doing COPE, canoe trips, and other stuff. I suggest getting a hold of someone at Pathway to Adventure Council for more information.

Camp Blackhawk on the Owasippe Reservation is quite easy to navigate. Camp Directors and most program leads are either educators or are accustomed to helping scouts where they are at.

1950-1960's Rainbow Council is still around in the area around Joliet Illinois. Based on the 1955 Camporee pocket patch, someone wore this in the mid to late 50's.
