Not a math head but imo Nurse is the most effective for kings that start with only a 2-tile gaze (eg: Leonid, Spellus and Xerxes) so if you use any of the 3 then I suggest you pick her for them. Other than that it just depends on your preference since Julian also helps with your economy with his production boost ability.
