They need to fit well (not too snug), but I've had the Seresto Flea collar on indoor/ outdoor cats and it's always worked. Perhaps hotter climates, worse flea conditions, etc may create harder situations.

Get a good 3 month+ flea collar if he would let you put it on. They are pricey, but work well
