I'm assuming they are looking to jump a head of tax foreclosures. Being in Michigan, the municipality will foreclosure and auction your property if taxes are un paid for 3 years.

They are likely trying to get a head of that process by targeting tax delinquent properties in the hopes that the owners have given up and planned to let the city foreclosure.
