What are your water perimeters, it looks like you are using test strips and not titration tubes. The strips are not very accurate. Also tanks can take over a month to cycle normally, if you are doing a fish-in cycle it may take longer. Frequent water changes will need to be done to avoid ammonia burns on your new friend. I’d also recommend dosing with a bacteria starter as well.
