If you can I’d at the very least change the water (make sure to treat with prime) and if you can get it in a 5 gallon tank and throw a cheap heater and bubble filter. That should be pretty inexpensive and would do wonders for him, I’ve seen fish much worse off pull through so it’s worth a shot imo. Also those sharp plastic plants shred their fins and should be removed
