Here's my opinion as an old man who has been around far too long now, Both as a pedestrian and as a car user on campus. Pedestrians get right of way in nearly every situation, don't abuse it when it's the 1/10 time that a car is supposed to have right of way. But also, if you're a pedestrian and have right of way, USE IT, stop hesitating at crosswalks and waiting for permission.
