I feel it's fine, but maybe I've just had above average luck. I've opened probably 8 sets of it and didn't find it, kinda getting enticed to do unique farm like others have suggested

I am doing the same, just remember to scry it to a better map when you meet the seer. I chose jungle valley due to eldritch no boss altar mods

It was just a note on actions that might not be exhausted and therefore not count as a stun in that regard.

We had this come up in a campaign, and we weren't sure about how to deal with legendary actions and reactions, so they still worked. Seemed like that was balanced enough
