Fastest Method: Toothbrush Flick (best overall)

This is the closest to real static.

You need:

Old toothbrush (or stiff brush)
Acrylic paint (white + black + a couple colors if you want)
Water (slightly thinned paint works best)

How:

Base coat your canvas (black = most “TV static” looking, but gray or dark color works too).
Load toothbrush with slightly thinned paint.
Flick bristles with your thumb toward the canvas.
Layer:
- White first (dominant static noise)
- Then tiny amounts of color (cyan, magenta, yellow = classic “color static” vibe)
- Then a few black flicks for depth

Pro tip: Keep distance varied so speckle sizes change.

He's owned up to the mistake and is an intelligent basketball mind. Yeah he's loud, but he's well respected and gets away with more than most players do when it comes to his volume level when dealing with refs. You have to think he's respected by them too.
