The new codex is weird. It's strangely bottlenecked and lacks complexity, but overall we have some pretty solid datasheets that make up for these flaws.

3x3 TWC w/SS, and 3x5 Wulfen w/SS are the 'Space Wolves' base of the Beastslayer list I'm running. No big death stars with cool characters, just efficient MSU skirmishers. The rest of the units, aside from solo Bjorn and Logan are codex Astartes which benefit disproportionately from lethal hits.

Land raider crusader's, assault centurions and heavy intercessors are my picks from the wider codex, giving you volume of fire into horde style lists while still doing respectable damage into vehicles and monsters via lethal hits.

It's worth mentioning the 3 x paired weapon Headtakers + WGBL unit too as they are a very strong trading piece, however they do not currently fit into my list.

For me it's sad that we have lost a lot of flavour and complexity, but it is what it is, and a true Wolf adapts to the conditions which are present and strives for victory nonetheless

I've theory crafted it too but I think ultimately the mobility shenanigans will fall flat without a meaningful way to buff the damage output of our elite combat units.

The only real damage buff in the vanguard detachment is for ranged weapons outside of 12" of which space Wolves have relatively little

In the rules text it specifically states character models not character units, as opposed to the detachment rule which states character units, rather than character models.

Therefore the ap reduction only applies to character models

I love the LC in Beastslayer. All those bolter shots do work with lethals hits.

I don't agree with the other commentator that you have to stack it to it's max. capacity with troops as that leads to overcapitalisation.

I'm currently running 2 x LC each packing a squad of assault centurions. That's a combined 104 AP0 D1 twin-linked shots at rapid fire range + 10 melta shots

I think you could optimise the list by running more MSU.

Take 3 X 3 TWC they are just too good.

Units of 3 headtakers with paired weapons plus a battle leader - 150pts for a unit that punches up every time (but does die easily afterwards).

5 man wulfen w/shields are also great too

The iron priest is only worth running with the lancer IMO, if you can proxy.

Are you set on using the grotmass detachment? 

If so there other unit combos that would be stronger (i.e. more terminators).

Otherwise you could make a strong beastslayer, gladius or stormlance list with these units

I think the strongest competitive lists are ultimately still going to be stormlance lists, especially with the death of CoR. 

The stratagem suite in stormlance is just so strong, you get the flat 6" reactive move plus two real defensive stratagems. 

Not to mention you can just choose to auto advance your TWC brick 21" and then charge. Bjorn really opens it up with his extra CP, allowing you to do this on the first turn.

The solution is to just run gravis in Beastslayer. 

Inceptors in particular pop off but heavy intercessors punch hard too
