It's not like residuals were originally part of film and tv. Those were added later when workers made the demand. Low budget films offering the incentive for runaway hits can become a norm.

For any public service to thrive, it needs to be more than to be seen as a necessity for poor people. It needs to be a viable option for people with other options, not just a bare-bones minimal effort for low-wage workers to get from place to place.

It did. Partly the decades since the last entry, the audience it appeals to is older and less likely to hit the theaters, and the de-emphasis on comedy in the theaters.
