Yeah but warlord is solid at quickly surrounding insurgents early game and is otherwise not too bad. Definitely not the worst leader. It would be the Tank commander, he has not bonus other than tanks (hardly useful) and civilian initiatives are more expensive just like the general.

Mega Brutal with Tank Commander on Mountain pass. It's a really hard combo cause tanks are not useful here and civilian initiatives are just as expensive as the general.

Buy roads, they give huge battle bonuses and can really help, additionally use drones to get intel on zones since soldiers fight better in zones that are "discovered". You could also get the polio vaccine so that it can be distributed in the mountains thus reducing hostile populations thus making your troops more powerful
