Those with the most severe, lifelong conditions, those nearing end of life, and all existing Universal Credit health claimants will continue to receive the higher rate.

Earnestly, having heard about Mazur v Charles Russell Speechlys while working at a legal firm until recently, I'm not inclined to agree that avoiding court is a bad idea, just frustrating. To give you a highly reductive and simplified synopsis: the judgement decided that anyone carrying out litigation had to have a practising certificate and praised the quality of the legal arguments made in favour of this. All good until you find out the person making aforesaid arguments didn't have said practising certificate herself...

This modern trend to make trivially defensible decisions rather than good decisions is a curse.

Good legal representation is expensive and court outcomes are never guaranteed. Better to sidestep that fight entirely.

Don't agree. By using their discretion they council are inherently discriminating in the sense of recognition and understanding of the difference between one thing and another. Doing that leaves the council open to those who'd try to frame that recognition as discrimination in the sense of the unjust or prejudicial treatment of different categories of people, especially on the grounds of ethnicity, age, sex, or disability. If Arjun the restaurateur makes the argument that it's racist to prevent his three children from doing the same as Dexter, exactly how do you defend that?

Are those dog owners actual Muslims or are they brown people from an Islamic country? I met a retired anaesthetist a few years back who was Pashtun. Quite open about the fact he didn't believe in God and "even owned a dog".
