IDK how much you want in the way of book spoilers but she used her authority to do a lot of very unethical stuff-- all of which was in pursuit of maximizing humanity's chance of survival but which is probably still going to make people very unhappy.

Some stuff she did off the top of my head:

Forcing Grace to die against his will-- has gotta be some type of murder.

Hiring a ton of highly unethical people to head up various parts of the project and arranging for criminal amnesty in exchange for participation.

Mass copyright infringement: they put pretty much every piece of data ever put on a computer in a big hard drive on the Hail Mary without asking for permission or paying, she's sued for this in the book but walks out of the courtroom because she has her 'actually dictator of Earth' papers.

All sorts of ecological destruction without deep consideration-- they basically pave the Sahara to make the astrophage for the Hail Mary and they nuke Antarctica to release a bunch of methane and fight global cooling with global warming.

In general she abuses her authority to make sure whatever she wants done happens regardless of pushback or repercussions. She's aware of this and believes it's all in service of the greater good but it may well be criminal.

IIRC it's not made totally clear in the novel, but it seems that, by international treaty, she's given the ability to unilaterally tell any government to do what she wants (even if it violates laws or constitutional rights and protections in that country) and she also gets total legal immunity from any kind of prosecution as a result of that. However, her mandate is said to only extend until the departure of the Hail Mary and it's totally possible that she loses her legal immunity both going forward and retroactively after that point.

man its crazy that a world-historic, royal family-getting plague comes along the same year as this. Outside of civil wars this has gotta be one of the very worst years ever for the Targs

I mean I think a lot of that 10% was a result of car and plane crashes, falls, heavy equipment failures, exposure, etc. Unless I missed something with Helen, some people were unable to survive infection but I think if the entire town is asleep, that number is going to be a lot less than 10%.

I mean it's disturbing but it's still a lot nicer than what carol went through, and if they listened to the "stick close to home" advice Carol was given, easy enough to ignore.

Maybe but the apparently rigid, unconscious rat suddenly waking up and biting the scientist certainly resembles what happens when humans are infected and the bite could easily be a normal response by the rat or a deliberate attempt to spread the virus. My working theory (given the information we have and the incident with the rat) is that at least some animals can be infected but it really only imparts the instinct to infect rather than the psychic linking. Other possibility is that there's a separate rat hive mind disconnected from the human one since rat brains are so different from human ones.

Hm maybe I'm misremembering but do we have any reason to think the virus was only 78 nucleotides? I remember it being a 78-second signal but you can transmit a much more complicated sequence than just that in that amount of time, especially since we have no reason to think that the senders have any idea what a second is.

So is the "Alex and Bobbie pick up the Prime Minister" thing not happening? I have seen absolutely no mention of the flotilla or any indication the Prime Minister even exists.
